Non porsche AC problem

I have a problem with the AC on my Dodge truck (2003 Ram 1500 4x4 5.7 Hemi) and am only posting this here since maybe it is a problem that might occur on any vehicle AC system.
At idle, the AC clutch engages and dis-engages at about a 10 second interval and the air from the vents quickly goes to ambient temperature- about 85 today. At any speed above 15 or 20 mph the AC will freeze your knuckles from the vents on either side of the steering wheel.

Any help is greatly appreciated.
