98 Boxster hood release problems

Hi,
My 98 Boxster release levers sometimes will not let me lift and unlock the front or rear hood. The levers won't move. Then they may work if I close and reopen the door.
My battery also died this winter and the levers won't lift so I can't access the battery as the front hood is locked.
I will now look for the emergency cable release and also try to power the electical system via the cigarette lighter ( per Forum suggestions.)
My question is:
Does the hood cable release system have some type of electrically operated/controlled interlock device that freezes the levers if the door is open, or if power is cut? Or do I just have some problem with the lever mechanism, that they actually should operate under any condition? I just want to understand how this system works.

if you have a 98,the hood latches are cable operated,not electric,i thot mine were elec,to find out from a porsche manual they are cable operated,,
