Does anyone happen to know the vacuum value needed for the cut-off valve to open?

Hi all,

I'm troubleshooting a P0410/P1411 code on my 1999 986, and the troubleshooting instructions are great.

One question - does anyone know the vacuum value that the cut-off valve should operate at?

I've confirmed that the pump is running when it gets voltage, and the valve operates with about 10 in Hg on my vacuum gauge. However, when I cold-start the car, I'm only reading about 3 in Hg in the vacuum line to it.

Maybe my valve is not operating 'easily' enough? Any ideas? My next step is the electric solenoid, but it looks like I'll need a trained octopus to get to it.
