PST2 Charge.. In Ottawa

Hi, I am in Ottawa, I contacted the dealer to activate the 'AirBag Child Seat Deactivation Bar option' in my cars computer. what people here say should take about 5 min, they charge me 1 hours (97$). Is there other place than Dealer that can have some PSt2? is it normal they charge 1h for 5 minutes? Does someone know a place surrouding Ottawa that would offer a best service?

Unfortunately, that is pretty typical of most dealers.
