In California CAL Trans is responsible for the highway's. You can make a claim with them for damage sustained on the highway's.
I do not know about your state, but it's worth a look.
It maybe a $200.00-300.00 repair, probably have to shoot the whole door.
Actually you may consider skirts, It may cover the area, and you will have a cooler look.
