That sounds pretty weird for a law. Seems like everyone loses and no one wins. I see the warranty as a business contract between two consenting parties. Your mechanically inclined neighbor should be able to offer you such a service agreement if he wanted to. Just like lawn maintenance/service. I see no reason for a law to limit these contracts in such a way, but I may be missing something.
