19" tires will have about 1" of sidewall. not a lot of room to absorb impacts. Yes they will be more harsh. yes they could be harder to find a replacement in an emergency.

When it comes to the only parts of the car that touch the road, it seems worth it to pay for quality parts. While I have no experience with this brand/style of wheel, you would be wise to inspect the wheels frequently for cracks and loosening of the bolts. 2 and 3 piece wheels can be fragile in a street environment (potholes, curbs, driveways, freeway expansion joints).
