The hand brake lever must be up and the switch on the lever must work. Unless you have one of the one touch devices you need to push and hold the switch.
If the top does not move then start up the car and pull up on the lever. The hand brake warning light should come on. If it does not work then there is a bad switch. This is one of the most common problems.
