I can tell you how that probably happened. The previous owner must have driven the car through one of those older tunnel car washes that had the plastic brushes. Those disappeared for the most part about 5 or 6 years ago and were replaced with touchless or cloth/canvas brushes.
I'm guessing those scratches were put on when the car was only a year old and have been there ever since. Replacing a windshield can be done for as little as $300 depending on your area by Safelite. Just make sure your dashboard is covered with a cover. I had a bad experience recently with that.
