Yes, he was cited for leaving the scene of an accident. He reported that he got out and looked (confirmed by the witness) and didn't see any damage. The broken lens was laying on the ground and the scratches are obvious.
My guess is he had been drinking during his lunch and didn't want to face a DUI. Leaving the scene would be less of an issue but he wasn't counting on getting caught.
