I agree on that. If both sie windows go down to approx 3/4 this seems to be convertible top related,
In general and of the car is stock, the side windows only go down if the e-brake is activated.
I know that there are mods and modules that override that functionality. So i would check if the car has such a mod or module first. Maybe the aftermarket module is faulty.
Additional to the switch above the mirror it can also be a loose connector or broken wire related to the convertible top control.
