Can you elaborate?
What transmission do you have, 5 or 6 speed?
Do you have to stop in neutral between 3rd and 2nd, or is it entirely impossible to engage it?
Does it grind or does the stick just not move?
Can you make the shift if you double-clutch?
The more information you have, the easier it is to figure it out.
