I assume that you are not wanting to take the car to an upholstery shop and have it done professionally?

I repaired a dash once by using some 3M trim adhesive. In the hot summer sun it didn't last. I'd recommend buying a complete dash from a wrecked car or on eBay. There are some vendors that make custom leather that you can reupholster the dash with, but you should still remove the dash to install it properly anyway.
