Posting an update here for posterity.

I ended up circling back to this to diagnose this past weekend.

As I stated in my previous post, I removed the pads and the noise was still present. Pointed to either wheel bearing or something with the parking brake.

This time, I then removed the caliper and rotor and spun the hub itself, no noise. Likely not the bearing.

Finally, I cleaned off the inside surface of the rotor the best I could where the parking brake shoes make contact. I also tightened the parking brake sprocket to have the brake shoes sit further away from the ID of the rotor. Put everything back together and no noise!

Final Diagnosis - parking brake shoes scraping against the rotor.
