Not quite correct; it depends upon why the light is on (which code). For example, if the deceleration sensor or control module is offline, everything is disabled; if just one air bag circuit is disconnected or shorted, only that air bag is offline. Systems also vary by model year, later ones being more sophisticated than the earlier ones.
