Have you scanned the OBDII live data to see what temps you are reaching??
Also what temps the fans are triggering at??


Bentley book says:
Low speed kicks on above -206.2 Degrees F or A/C switched on.
High speed kicks on above 215.6 Degrees F .

So if they don't kick on with low speed when you turn on the A/C it could be the ballists
