If you're in stop and go traffic, or just idling, at some point in time, the radiator fans will kick in. I don't recall the threshold exactly, so hopefully someone will chime in on the specifics.

The worst case scenario is that the relays have failed, but does not appear to be the situation given that your Durametric was able to enable them on command.
