My "holes" were bugging me for near a year (last I had removed cover). Figured that if all the screw/hardware holes lined up perhaps it was a bumper drain of sorts
When last I cleaned the rads I just snugged the cover in and lost 50%+ of those "holes".
Washer jets. Got it.
