Even if the car was 49 state it would not matter. CA just taxes you more, and you have to go to a referee once. After that it can be smogged at a regular test station. CA does not require that you make a 49 state car 50 state legal.

NOW if the car was a RoW car, grey market car, etc...... CA puts the hurt to you. I bought a 1990 Nissan Skyline GTR. I had to pay a licensed facility (which there is only one, and they are in SoCal) to make my GTR smog legal. This cost $16,000 to do. After that I could take my Nissan Skyline GTR to any smog station and smog it.
