Most aftermarket kits work in the intermittent position (3) and will only come on when rain is detected. Was it raining or did you sprinkle some water on the windshield?
I believe you're right. There is a German company that made those Xanonex - Regensensoren
Mine is obviously an aftermarket, as the sensor is taped to the windshield:

I tested it by spraying water on the windshield and it did wipe, but needed more than a little water.
When it rained, the thing did not seem to work. I'm still not clear on how to trigger it.
What I want is to be able to set the delay, and am considering the VW relay route with wiper stalk 0-3-0-wait-3 scheme. I'd rather control the intermittent time.

btw - I can press up from 0 to 1 (not detent) and get one wipe. I didn't find mention of this in the OM.
