IMHO HPDE is not a speed contest or race, but it is prearranged though.

While you are correct that an HPDE does not meet the criteria specified in A or B. The key COULD be the following "We do NOT provide Liability Coverage for any "insured" any vehicle,
located inside a facility designed for racing
Most insurance companies removed most of the language relative to what the event is and focus more on where the event takes place. I know many are now saying that they won't provide coverage "on a surface prepared or designed for racing" or similar.
I tell anyone who is going to do a track day that if you can't write off your vehicle you should seriously consider either getting one you can or not doing the event. The option to that is track insurance from Lockton or other groups who provide it.
