You can get rid of the secondary cats and still pass. I am in the DFW area and pass with no issue with the test pipes. All the test pipes do is remove the second set of cats. The only time my exhaust gets annoying is if I am below 2900 rpm, but shifting takes care of that Even then, the sound is not a drone which is what I had before I put the EZ clamps on.
