There are a few potential problems:
1. The ballasts (large metal boxes on the back of the headlights) have gone bad or are not firmly seated in the connector at the back of the headlight. (You might try confirming that they are seated well.)
2. The headlight switch is bad
3. The ignition switch is bad
4. Some of the internal wiring is defective

I think the place I would start is to ask the person that sold them to you if he was experiencing problems with the lights prior to selling them. If he says they worked fine, that would increase the probability that the problem is in your headlight or ignition switches.
