Ooouch! Not good!
I don't know about making it "look like new" again. The space to work in there is very limited without removing the bumper cover.
Will they pay to replace the radiators? Probably not. $$$$$!!
I think I have seen a metal-comb-like-device to straighten the cooling fins. But I don't know how you are going to get really good access without removing the bumper cover.
As a precaution, keep an extra eye on your temp gauge! Your cooling may be deminished.
