Yes, it appears to be the tank surrounded by shredded trunk liner material.
I just learned where it is supposed to be, and it's a burned out abandoned factory in the absolute worst part of town. The property is fully accessible, but a known spot for serious gang activity. There will be a "group" of us checking it out on Saturday. In broad daylight. Possibly armed.
