Take a look at the hoses that go to the throttle body from the AOS (air oil separator). I just had mine disintegrate when it was messed with.

I think you are chasing a vacuum leak.

The CPS is on the pass side of the engine and the car will not run if unplugged.

The 99 has an idle stabilization vale on the side of the throttle body.
