evap vacuum

I have been tracking down a common howling noise from the gas cap area caused by the evap system. I believe I have found the culprit. I would just like to know the best way to test this part before I decide to order another. I did put 12v to it and it did not click, move, or buzz. Any ideas or experience that you might have to help point me in the right direction would be great. Also i have searched and found and read every post I can about this.
EDIT: I went back and started looking at it and my test cables had a short in them. Tested with different cables and it does click. Went ahead and put it back together and now I am at a loss. What part or parts tell it to close and why? It's obviously my culprit because I was able to put voltage to it while it was put together (complicated) and it did close to vacuum. The wiring is good and doesn't have any shorts that I can find and it is flexible without any brittle area's. Will a Durametric be able to zero in on the problem or other software? I can completely understand now why people cover the hole and/or deal with the sound now haha.
