I had a similar shifter boot on a car and it had that same problem. Out of curiosity I attempted to peel that coating off. If I remember correctly, that coating can be peeled off relatively easy. At least where it's bubbling up. The whole shifter/boot I had was junk, so I just threw it away and didn't spend much time completely stripping it. Maybe the trim part can be pealed off and painted if it bothers the buyer?
