I respectfully disagree.

You can purchase the faultless tool directly from LN via their web site, which show that the tool is required to install the dual row retrofit bearing.

If they've changed their policy they might want to change their web page.

That said, to answer the OP the combined price of the faultless tool and bearing should lead you quickly to the conclusion that the plain bearing IMS "solution" is where your money should go. I'd much rather have the money inside my car than on my work bench gathering dust.

I've spent about a quarter of my career in tool design and from a glance it would appear that the new tool assures alignment of the bearing so it doesn't get jacked up when pushing it in. If the bearing is misaligned on install it is junk and you need to pull it and get a new one.
