I used to do component level PC board repair on UHF and VHF equipment, may times a tech could look at the same problem over and over and miss something obvious. In our shop it was very common for one tech to go across the dept and ask another to look at something that had him stumped ....it could be as simple as this...time for another set of eyes IMHO
