My wheels are not nearly as big, but I had a similar problem when I put 15mm spacers on my 17" Sport Classics. It seems that the hub, spacer, and wheel mounting surfaces must be scrupulously clean. The smallest bit of dirt or rust keeps everything from bolting down tight and parallel, causing vibration. I had to wire brush the hub surface and the back of my wheels to clean everything up. Of course, mine is my daily driver, so it's exposed to the elements. YMMV.

Tip: be sure to put a thin coat of anti-seize between the aluminum spacer and the steel hub, or else they will weld themselves together.
