I have the OEM factory humps, but when I got them they came with zero hardware. I also used velcro straps in the middle, but I cut mine off of some ergonomic wrist supports. They work fine and the cost was $0.

For the locking cam lever I used the mounting point to make a bracket to hold a locking strap instead (cheap from Wal-mart). I just wrap the strap around the roll bar and pull it tight. A metal lock on the strap holds it tight.

With the two straps I am able to get my humps on very tight, aligned properly, and have no worries of losing them. This was how I overcame the lack of factory mounting hardware on the cheap.
