This is a guess.

It looks like the ring has separated from adjusting motor. As best I can tell from the parts catalog picture, the ring is an integral part of the motor assembly. It's hard to know, but the diagram doesn't show the ring as a separate part.

Perhaps it you can press fit it back on. To make it easier, you might remove the motor base from the mirror housing by removing the attachment screws. If you can't see how to press fit it, you might try gluing it back together with an epoxy. Before you do so, I'd suggest waiting to see what others say.
