There is at least a possibility that all he did was dislodge the throttle cable from the "shoe" it runs around before connecting to the injection butterfly itself.
If this is the problem you will see the cable essentially flopping around loose on top of the engine. Slip in back into the groove on the shoe and all will be well.
I did this the first time I cleaned the engine in my car (with a shop vac, no water!), causing a big "Ohhh, s**t" moment, but easily fixed.
