Might it be somewhere else on a 99 RHD vehicle ? The owners manual is useless so I am trawling the net as well. Lets hope it is the relay as funds are low to say the least !!!

Here is an old thread that describes the problem with pics. Your fuse panel and relays should be in the outer wall of the kick panel near the dead pedal. Maybe right or left side, not sure on a RHD car. They are behind a removable cover:
