In the 98 there are two screws quite close to each other. One is the adjuster, which would just turn if attacked and if you weren't looking would appear to be doing nothing. The other is the removal system, which (in my 98) requires a 6mm hex socket. Are you sure you are turning the right one? The only reason I ask is because you mention a "alen" in your title. If you have the right one it will only take about a 90 degree turn to dislodge the headlight. The driver side needs to be turned anti clockwise and the passenger side clockwise. Hope this helps.
