Yeah, I would replace the belt, it's $20 item. As above remove the belt, start the engine and run for a minute and see if it squeals. Check the fluid tank for leaks. Since yours is a 99 I would go ahead and replace the water pump, but since you live in Ohio I would leave the OEM temp thermostat in.
