Both tensioners should have the alu washer, and I would replace the washers and the o-rings. Both very cheap. I would NOT use locktite. That stuff gets into the tensioners and it could never be good. Just torque to spec.
By the way, how many miles on the IMSB? Seems the double rows are definitely better than the early single rows.
