Your local alignment shop should have a small press that will make the job a lot easier, also I have seen some guys burning the rubber with a torch and then with a punch remove the metal ring.

However, if you having problems removing the old one, you may well be needing a press to install the new one

Remember, there is no substitute for the right tools...
