Idle Control Valve, I think.
Adam - Maybe something as simple as lubricant on the pedal mechanism?
Actually I'm having a similar problem on my Tip. Shifting manually, in 4th and 5th, I often get a noticable power surge around 3K or a bit under. It almost feels like it's downshifting although it isn't. Odd.
