I don't know if what you're experiencing is "normal," but if it helps let me give you a bit more detail on what happens with my 03 986.
When the engine is cold and I back out of the garage and start to head downhill on my street, it will annoyingly stay in 2nd gear way too long to the point where I have to use the tip to manually shift to a higher gear or else my neighbors will think I'm nuts. I do not have the same phenomena when the engine is warm.
After researching a bit I concluded this was the normal tip function that helps with engine warm up.
The car just performs better if I let it warm up for a few minutes in the garage. I live in San Diego so by "cold" I mean it's starting at about 40 - 50 degrees (F).
