Yes it is normally. By normally I mean that if you have a factory/professional paint job (non-Krylon) it is. I know some people have differing paint (factory vs. ??) so, as always, I advise a test spot first but I've always used it for this purpose. Additionally, it may be fine for Krylon and Rustoleum as well, I just wouldn't know.
