They hang down vertically in front of the tire, and they're there to try to lessen the amount of water getting into the wheel well and to the brakes. Just a thought. Summer Tires. idk about the flaps. I will check when I get a chance. But I never had this problem with the car I drove before the Boxster, which was 500 lbs lighter and also had high performance summer tires.
