your statement is pretty much true, however it doesn't prove your point.

there are two categories of federal expense - mandatory and discretionary. the military falls under discretionary which means the gov't decides each year how much of the budget to allocate to it. SS and MC are mandatory expenses, meaning the amount that has to be budgeted is fixed by law.

you want to cut non-military spending? great, already done for 2011. now let's lower military spending which went up from $844b in '10 to $895b for '11.
