I'm guessing but....

failing all else there must be a relay that controls the high and low beams. That relay may be faulty, where it is located I do not know.

Odd that is is both lights at once that are dim, I have seen cases where a car comes in with no brake lights. All sorts of checks are done when the first thing that should have been done is check the BULBS. I've seen many a car come in with both brake lights burned out.

Use the KISS Principle " Keep It Simple Stupid" .... don't make it harder than it is.
