I have had control arm bushings do this as well as the valving in the rack becoming overly sensitive.

My first choice would be contol arm bushings, rack bushings if it has them, then the rack itself. I would carefully verify the rack valving is off by making slight adjustments on the steering wheel while at speed and notice the response. I would look for an over reaction in steering will little steering wheel adjusting.

You didn't specify but I assume, the new tires was to correct this problem heh.
