I believe, that if a model year (e.g., 2000) comes into the dealer and is sold prior to January 1 of that year, it is licensed as a prior year car (1999). That is, you buy (take ownership and license) a 2000 model year vehicle sometime in 1999.

At least that is the way it seems to work here in CA. Someone please correct me if I am wrong.
