Yes the cams are very rusty. I bought the engine from a salvage for a $1000 to use some of the external pieces. I have since decided not to build the project and sell all the items. I believe the engine has been setting out in the rain for a long time. I have no reason to believe it was under water. I don't know of the internal condition of the engine.
