I just recently did a cross country trip a couple weeks ago to the NYC area, and yes, you are right that there are a ton of NJ and NYS troopers running around loose the closer you get to NYC.

My V1 kept me safe during the whole trip.

I had one situation where the V1 was getting stronger, so I slowed down, changed lanes, and then as I passed an entrance ramp, got to witness the NJ Trooper pull out, and pull over a car that passed me right about the same time that I went past.

As for the tolls, it's free to leave NY, and get into NJ.
But its not free to Leave NJ and get into NY.

When I'm just goofing around, and want to get back into NYC as cheaply as possible, I head north on the Palisades, cross over the $2 Bear Mountain Bridge, then head south into the Bronx, cross into Manhattan, down the FDR, and cross into Queens on the Queensborough Bridge. Any other route costs a heck of a lot more.
