The solenoid always has 12V. The ecu sends a ground signal to activate the solenoid. If you take the solenoid and blow or suck on the horizontal fitting, it should be closed without power. When activated it should pass air through the vertical fitting thus when installed in the car the two fittings become connected applying vacuum to the butterfly actuating plunger.

If you rev the car over ~3k rpm and the throttle is open >30% it actuates. Thus if you punch the throttle while stationary you should see the plunger on the secondary plenum actuate.
